Coalter Baker is the Executive Director of Gulf Coast Protection District ("GCPD"), where he leads efforts to advance coastal resilience and infrastructure across Southeast Texas. Coalter is a seasoned public policy expert bringing his extensive experience from senior roles in state a federal government, including including the Office of the Texas Governor, HUD, and the White House Office of Management and Budget, to his work with the GCPD.
Roger Guenther is President of the Board of Directors of the Gulf Coast Protection District. Roger led Port Houston as Executive Director from 2014 to 2024, overseeing major growth and modernization of one of the nation’s busiest ports. His tenure was marked by strategic infrastructure investments, including the expansion of the Houston Ship Channel, and a strong focus on economic impact, sustainability, and innovation.
